欢送玉兔舞大地，喜迎金龙腾九天。值此辞旧迎新之际，天津市科学技术局（市外国专家局）向一直关注和参与我市发展建设的全体外籍人才致以新年祝福！对大家为天津经济社会发展做出的贡献表示衷心的感谢！

2023年，是贯彻党的二十大精神的开局之年，也是天津发展过程中砥砺奋进开启新篇章的一年。全市上下坚持以习近平新时代中国特色社会主义思想为指导，深入落实习近平总书记关于天津工作“三个着力”的重要要求和一系列重要指示批示精神，坚持以新发展理念引领高质量发展，主动服务和融入新发展格局。市科技局深入学习贯彻习近平总书记关于科技创新重要论述精神，积极推动科教兴市人才强市行动落地见效，高标准启动天开高教科创园建设，加快国家重大创新平台建设，关键核心技术不断取得新突破，成果转化和企业创新主体地位持续推进，全社会研发投入强度和综合科技创新指数均居全国前列。一年来，市科技局持续优化外籍人才管理服务工作机制，外籍人才服务能力进一步提升。广大外籍人才积极参与天津改革与发展的各项事业，充分发挥创造活力和创新潜能，在助推天津经济社会高质量发展进程中发挥了独特作用，做出了新的贡献。今年，有20位外国专家获得了天津市海河友谊奖。目前，共有313位外国专家荣获天津市海河友谊奖、45位外国专家荣获中国政府友谊奖。

在新的一年里，在市委市政府的坚强领导下，全市人民深入学习习近平新时代中国特色社会主义思想，抢抓京津冀协同发展战略机遇，积极推动“十项行动”走深走实。市科技局按照市委市政府的部署要求，切实推动京津冀协同创新取得新进展，进一步高水平建设天开高教科创园，高标准建设国家重点实验室和海河实验室等国家重大创新平台，争取在关键核心技术方面取得新突破，在科技创新引领时代发展方面取得新成效。我们真诚希望广大外籍人才加快融入天津、继续支持天津，在充分发挥优势特长和聪明才智支持我市创新发展的同时，积极讲好中国故事、传播天津声音，为加快建设重要人才中心和创新高地作出新的更大贡献。

Letter of Spring Festival Greetings to Foreign Talents, 2024

Dear foreign talented people

We are ushering in the year of 2024 while bidding farewell to the outgoing year of 2023. On the occasion of ringing out the old and ringing in the new, Tianjin Municipal Science and Technology Bureau (Tianjin Municipal Bureau of Foreign Experts Affairs) extends New Year greetings to all foreign talents who have been paying attention to and participating in the development and construction of the city of Tianjin! We would like to express our heartfelt thanks to all of you for the contributions you’ve made to the economic and social development of Tianjin.

The year 2023 was the first year for implementing the spirit of the 20th CPC National Congress and was also a year for Tianjin to strive ahead and open a new chapter in its development. The whole city has adhered to Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era as the guideline and has thoroughly carried out the important requirements put forth by General Secretary Xi Jinping for the “efforts to make in three aspects” he stressed on the work of Tianjin as well as the spirit of a number of important instructions. Tianjin has persevered in using the new development philosophy to guide its high-quality development and has served and fit in the new development paradigm on its own initiative. Tianjin Municipal Science and Technology Bureau has thoroughly studied and carried out the spirit of the important expositions made by General Secretary Xi Jinping on scientific and technological innovation, actively promoted the implementation of the policy of revitalizing Tianjin through science and technology and reinvigorating Tianjin through human resource development, launched the construction of Tiankai Higher Education Innovation Park on a high standard, and accelerated the construction of national key innovation platforms, with new breakthroughs being constantly made in core and key technologies, achievement transformation and enterprise innovation principal status being continually pushed ahead and the R&D intensity and comprehensive scientific and technological innovation index all ranking the forefront in the country. Over the past year, the Municipal Science and Technology Bureau has continuously optimized the foreign talents management and service working mechanism, further improving its ability in serving foreign talents. The vast number of foreign talents have actively participated in various undertakings facilitating the reform and development of Tianjin, given full play to your creativity and innovation potentials, and played a unique role and made new contributions in the process of boosting the high-quality economic and social development of Tianjin. This year, 20 foreign experts have won the Haihe Friendship Award. At present, a total of 313 foreign experts have won the Haihe Friendship Award and 45 foreign experts won the Friendship Award of the Chinese Government.

In 2024, under the firm leadership of the municipal Party committee and municipal government, people of Tianjin will thoroughly study Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era and seize the strategic opportunity of coordinated development of the Beijing-Tianjin-Hebei Region to actively facilitate the in-depth and down-to-earth implementation of the “Ten Actions”. In the light of the planning and requirements mapped out by the municipal Party committee and municipal government, the Municipal Science and Technology Bureau will conscientiously facilitate the new progress in coordinated innovation in the Beijing-Tianjin-Hebei Region, further construct the Tiankai Higer Education Innovation Park on a higher level, construct on a high standard such national key innovation platforms as the State Key Laboratory and the Haihe Laboratory, strive to make new breakthroughs in core and key technologies and make new achievements in scientific and technological innovation driving the development of the times. We sincerely hope that the vast number of foreign talents will expedite your integration into the city of Tianjin, continue to give support to Tianjin and, while giving full play to your advantages, specialties, wisdom and talents to support the innovative development of Tianjin, we hope that you will actively share China stories by good communications, spread the voice of Tianjin, and make still greater and new contributions to accelerating the construction of Tianjin into an important center of talent and innovation.
