银蛇舞动千山秀，骏马奔腾万里遥。值此辞旧迎新之际，天津市科学技术局（市外国专家局）向一直关注和参与我市发展建设的全体外国人才致以新年祝福！对大家为天津经济社会发展做出的贡献表示衷心的感谢！

2025年是“十四五”规划收官之年，也是天津发展砥砺奋进、开启“十五五”新篇章的一年。全市上下坚持以习近平新时代中国特色社会主义思想为指导，深入落实习近平总书记视察天津重要讲话精神，坚持以新发展理念引领高质量发展，主动服务和融入新发展格局，取得了显著成绩。一是深化国际交流合作，重大成果落地。举办夏季达沃斯论坛，来自全球90多个国家，1800多名企业家参会；举办上合组织峰会，23个国家领导人和10个国际组织负责人亲临天津，对天津高质量发展表示了高度认同和赞扬。二是共建北京（京津冀）国际科技创新中心，面临重大机遇。在今年的中央经济工作会议上，习近平总书记提出，要建设北京（京津冀）国际科技创新中心，这是京津冀协同发展的重大突破，也是三地外专部门面临的重大发展机遇，我们要抢抓机遇，乘势而上，推动外专工作更上新水平。三是建强科技人才队伍，工作成效突出。我市7位人才当选两院院士，创历史最好成绩，其中包括1名外籍人才。新增院士数量在全国位居前列，形成了以院士领衔、科技领军人才为骨干、青年科技人才为支撑的战略科技人才梯队。四是紧抓战略发展机遇，勇担责任使命。今年10月，习近平总书记亲笔回信，祝贺天津大学建校130周年，提出了聚焦国家重大战略需求、开展基础研究和科技攻关、提升人才培养质量的明确要求，为我们在新起点上以高质量发展推进教育强国、科技强国提供了根本遵循和行动指南。

市科技局（市外专局）大力支持外国人才在津长期稳定发展，在全国率先实施多项外国人才服务便利化举措，基本公共服务保障水平进一步提升。广大外国人才积极参与天津改革与发展各项事业，充分发挥创造活力和创新潜能，在助推天津高质量发展进程中发挥了独特作用，做出了新的贡献。目前，共有313位外国专家荣获天津市海河友谊奖、46位外国专家荣获中国政府友谊奖。

新的一年，市科技局（市外专局）深入贯彻党的二十届四中全会精神，以习近平新时代中国特色社会主义思想为指导，在市委市政府坚强领导下，抢抓北京（京津冀）国际科技创新中心扩围机遇，切实推动京津冀协同创新取得新进展，积极推进“十项行动”走深走实，力争在科技创新引领时代发展方面取得新成效。我们将在“证卡融合”“一窗通办”服务举措基础上，持续推进外国人才医疗保障、子女入学、社会融入等方面的服务保障再上新水平。我们真诚希望广大外国人才加快融入天津、继续支持天津，在充分发挥优势特长和聪明才智支持我市创新发展的同时，积极讲好中国故事、传播天津声音，为加快建设重要人才中心和创新高地作出新的更大贡献。

Dear foreign talents,

Serpentine rivers gleam through hills in verdant grace; Steeds of ambition surge through time and boundless space. On the occasion of bidding farewell to the old year and ushering in the new, Tianjin Municipal Science and Technology Bureau (Tianjin Municipal Bureau of Foreign Experts Affairs) extends New Year greetings to all foreign talents who have been paying attention to and participating in the development and construction of our city! We would like to express our heartfelt thanks to all of you for the contributions you’ve made to the economic and social development of Tianjin.

The year 2025 marks the final lap for implementing China’s 14th Five-Year Plan (2021–2025) and is also a year when Tianjin, through tenacious and determined efforts, embarks on a new chapter of the 15th Five-Year Plan period. Under the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, we thoroughly implement the spirit of important speeches delivered by President Xi Jinping during his inspection of Tianjin by means of adhering to the new development philosophy to drive high-quality development, and proactively serving and integrating into the new development paradigm, which have made remarkable results. First, we work actively to deepen international exchanges and cooperation and implement the transformation of major achievements. Tianjin hosted the Summer Davos, drawing around 1,800 entrepreneurs from more than 90 countries worldwide. It was also a venue of the SCO Summit 2025, witnessing the presence of 23 state leaders and heads of 10 international organizations, who expressed high recognition and praise for Tianjin’s high-quality development. Second, we make efforts to jointly build the Beijing(Beijing-Tianjin-Hebei) International Technology Innovation Center, which presents major opportunities. At the 2025 Central Economic Work Conference, President Xi Jinping called for building the Beijing (Beijing-Tianjin-Hebei) International Technology Innovation Center. It represents a major breakthrough in the coordinated development of the Beijing-Tianjin-Hebei region and presents a significant opportunity for the departments responsible for foreign experts affairs in the above region. We must seize this opportunity, leverage this momentum, and propel our work in attracting and serving foreign experts to new heights. Third, we endeavour to strengthen the science and technology talent team, with outstanding achievements. Seven Tianjin professionals, including one foreign expert, have been elected as academicians of the Chinese Academy of Sciences and the Chinese Academy of Engineering, achieving record-breaking performance. The number of newly added academicians ranked among the highest nationwide. The city has also established a strategic sci-tech talent framework spearheaded by academicians, with sci-tech leading talents as the backbone force and young sci-tech talents as the supporting group. Fourth, we must firmly seize strategic development opportunities and shoulder our responsibilities and missions. In October 2025, on the congratulatory letter sent to Tianjin University on its 130th anniversary, President Xi Jinping put forward clear requirements for centering on major strategic national needs, conducting basic research, tackling hard-nut problems in science and technology, and improving the quality of personnel training, thus providing fundamental guidance and action practices for us to make a strong China in education, science and technology with high-quality development as a new starting point.

We vigorously support the long-term and stable development of foreign professionals in Tianjin. We have taken the lead nationwide in implementing multiple measures to streamline services for foreign talents and further improve the standards for basic public services. Foreign talents in Tianjin have actively participated in various endeavors related to the city’s reform and development, fully leveraging their creativity and innovation potential. They have played a unique role and made new contributions in advancing Tianjin’s high-quality development. At present, a total of 313 foreign experts have won the Tianjin Haihe Friendship Award, and 46 have been awarded the Chinese Government Friendship Award.

In 2026, we will thoroughly study the spirit of the Fourth Plenary Session of the 20th Central Committee of the Communist Party of China and uphold the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era. Under the firm leadership of the CPC Tianjin Municipal Committee and Tianjin Municipal People’s Government, we must seize the opportunity brought by the expansion of the Beijing (Beijing-Tianjin-Hebei) International Technology Innovation Center, effectively promote new progress in the collaborative innovation of the Beijing-Tianjin-Hebei region, vigorously advance the implementation of the “Ten Actions” in greater depth and with tangible results, and strive to achieve new outcomes in leading the era’s development through scientific and technological innovation. Grounded on the service initiatives of “integrated foreigner’s work permit and social security card” and the “Single-Window Service”, we will continue to improve the service standards for foreign talents in areas such as healthcare, school enrollment for their children, and social inclusion to a new height. We sincerely hope that international talents will accelerate their integration into Tianjin and carry on supporting the city’s development. While making full use of their expertise and wisdom to inject energy into Tianjin’s innovation-driven growth, we encourage them to actively share China’s stories and spread the voice of Tianjin, thus making new and greater contributions to building Tianjin into a major center for professionals and an innovation hub.
